As a Program Analyst your duties will include but are not limited to the following:
Review and monitor long-range objectives and milestones for Ecological Services projects ensuring contractor developed applications are viable technical solutions and meet the Service's standards. Conduct qualitative and quantitative assessments on existing and upcoming The Environmental Conservation Online System (ECOS) And ECOSphere applications, which requires consideration of multiple variables. Provide expert advice to contractor proposed solutions to ensure these align with security/information assurance policies, principles, and practices in the delivery of planning and management services. Perform continuous appraisal of system capabilities sufficient to provide appropriate support documentation to maintain ATO accreditation, including:
Privacy Impact Analysis, Security Controls / Risk Assessment, Business Impact Analysis, Change Management Plans, and User Role Assignments. Conducting needs analyses to define opportunities for new or improved business process solutions. Develop and prepare business cases for the application of ECOS and ECOSphere IT solutions. Plan ECOS and ECOSphere systems implementations, recommending system architecture and user interfaces based upon analysis and requirements from users. The Environmental Conservation Online System (ECOS) is made up of 35 web applications that provides access to USFWS data in regard to threatened and endangered species, conservation of habitat and species, refuges, and migratory birds. Only experience and education obtained by 10/23/2020 will be considered. In order to qualify for this position you must satisfy the Minimum Qualification. Minimum Qualification GS-13 One year of specialized experience comparable in scope and responsibility equivalent to grade GS-12 in the Federal service. Experience includes serving as lead in software requirement session; to enable clear and effective communication with (biological) business sponsors and with technology team; etc; lead in evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions; leading ongoing reviews of business processes and developing optimization strategies; staying up-to-date on the latest process and IT advancements to automate and modernize systems and making recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement:
Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, Area of Consideration. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F. Time after competitive appointment as specified in 5 CFR 330.502. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method Your SF-50 will be used to confirm you meet all requirements

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
