This position is being filled under the Pathways Recent Graduate Program that affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs.
The Recent Graduate Program lasts for 1 year. Participants who successfully complete the Recent Graduate Program may be eligible for conversion to a permanent appointment or a term (1-4 years in duration) appointment without further competition.

The Natural Resource Stewardship and Science Directorate (NRSS) provides scientific and technical support to national parks for the management of natural resources.
Mission
The NRSS develops, interprets, disseminates, and uses the tools of natural and social science and resource stewardship to enable the NPS to fulfill its core mission: to preserve unimpaired the natural and cultural resources and values of the National Park System for the enjoyment, education, and inspiration of this and future generations.
Core Functions
The NRSS has four core functions:
Provide servicewide leadership and coordination to assist park managers in identifying, monitoring, understanding, and protecting park natural resources and values
Provide leadership and coordination for addressing landscape-scale, national-scale, and international issues affecting park natural resources and values
Promote the integration of natural resource information into NPS planning, management decision making, and education
Provide specialized scientific, technical, and policy expertise that cannot be efficiently provided at the local or regional level to parks and the NPS

This position is assigned to the Natural Sounds and Night Skies Division, a division of the Washington Office (WASO) Natural Resource Stewardship and Science Directorate, based in Fort Collins, Colorado.
As a member of the technical staff, the incumbent will plan and execute field studies of acoustical environments in national parks, and will actively participate in the analysis and reporting of acoustical data. The incumbent's work will inform the core team that provides Service-wide policy, technical, and operational guidance to park units and the Associate Director of Natural Resource Stewardship and Science (ADNRSS) on the protection of soundscape and dark sky resources. While the primary duties of this position will focus on noise modeling, control, and mitigation methodology, the incumbent will also be expected to work freely across division and agency lines (with the Federal Aviation Administration) to facilitate the air tour management planning process, or with the Night Skies team. He or she specifically brings to the program extensive knowledge of computer programming, noise modeling and geographic information systems (GIS). Familiarity with park planning, natural resource management, or NEPA analyses is desirable. This position is located in the Natural Sounds and Night Skies Division and is supervised by the Program Manager, Policy Planning and Compliance. It is duty stationed in Fort Collins, CO.
As a modeling specialist, the incumbent will work with a wide range of instrumentation and software in both field and office settings. The incumbent will be responsible for the management and analysis of large datasets (both acoustical and geospatial), and will be regularly required to produce scientific graphics, reports, and papers to inform decisions and processes for protecting soundscape and night sky resources. The incumbent is will also serve to lead the development of noise mitigation strategies for national park units.

BASIC REQUIREMENTS for Geographer:
Have successfully completed a Bachelor's or higher degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
Possess a combination of education and experience which includes course work equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown above, plus appropriate experience or additional education. The quality of the combination of education and experience is sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.
BASIC REQUIREMENTS for Physical Scientist:
Have successfully completed a full four year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, and/or related engineering science such as mechanics, dynamics, properties of material, and electronics or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Possess an equivalent combination of education and experience - education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science plus appropriate experience or additional education to total four years. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.
SPECIALIZED EXPERIENCE for GS-09:
Have at least one full year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is typically in or related to the work of the position. Experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-07 grade level in the Federal service. Examples of qualifying specialized experience include: manages, analyzes, and prepares quantitative summaries of large datasets; acoustical data collection; using integrated computer models and other tools with biological and physical scientific knowledge; assisting in management of GIS software data; analyzing geographic data; planning and conducting field data collection activities; maintaining geospatial and relational databases; creating maps and other graphics.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE for GS-09:
Have successfully completed two years of progressively higher level graduate education leading to a Master''s degree or equivalent degree in one of the scientific fields related to the duties of this position as shown in above.
AN EQUIVALENT COMBINATION OF QUALIFYING EDUCATION AND EXPERIENCE for GS-09:
Have an equivalent combination of such education and experience. For example, I have six months of the specialized experience described (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly-related graduate level college study as defined above in an accredited institution (50% of the qualifying education).
SPECIALIZED EXPERIENCE for GS-11:
Have at least one year of specialized experience at least equivalent to the GS-09 grade level in the Federal Service that equipped me with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience may include, but are not limited to: manages, analyzes, and prepares quantitative summaries of large datasets; acoustical data collection; using integrated computer models and other tools with biological and physical scientific knowledge; management of GIS databases; analysis of geo-referenced data; integration of a variety of GIS and database management; spatial analysis and modeling trends with geo-referenced data and GIS software.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE for GS-11:
Have successfully completed at least three years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in or directly related fields, which is directly related to the work of this position and demonstrates possession of the knowledge, skills, and abilities required for this position.
AN EQUIVALENT COMBINATION OF QUALIFYING EDUCATION AND EXPERIENCE for GS-11:
Have an equivalent combination of such education and experience. For example, I have 6 months of the specialized experience described (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly-related graduate level college study as defined above in an accredited institution (50% of the qualifying education).

What are the Eligibility Requirements? In order to be eligible for an appointment under the Pathways Recent Graduate Program you must meet the following requirements:
You must be a recent graduate who has completed, within the previous two years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that's part of an accredited college-level, technical, trade, vocational, or business school curriculum.
Veterans unable to apply within two years of receiving their degree due to military service obligation shall have a 2-year period of eligibility to apply that begins from the date of release or discharge from active duty; however, the veteran's eligibility period cannot extend beyond 6 years from the date of graduation.
The Presidential Executive Order for the Pathways Programs was signed 12/27/2010 but the final regulations weren't issued until 7/10/2012. Because of this delay, individuals who graduated between 12/27/2010 and 7/10/2012 will be eligible to apply under the Recent Graduates Program through 7/10/2014.

Physical demands: The work is approximately 85% in a sedentary office setting, and 15% in field locations that may demand substantial physical effort. Backcountry operations often require coping with wet or uneven ground and rugged terrain.
