Overview DNI is supporting the CDC's Security Service Office/Personnel Security BranchThey are responsible for vetting and making preliminary and final employment suitability and fitness determinations for individuals seeking work with the federal governmentResponsibilities The candidate shall successfully integrate and coordinate all activity needed to execute the requirementsThe candidate shall manage the timeliness, completeness, and quality of problem identificationThe candidate shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management ofsubcontractorsThe candidate shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnelUnder these requirements, Contract personnel should be able to provide a high level of customer service to customers, always demonstrating courtesy and efficiencyDue to the sensitive nature of the work of this office, Contractors supporting this requirement must be reliable, trustworthy, and meet several other minimum standards, as indicated belowThe candidate shall ensure that contract personnel security assistants have the necessary background, knowledge, and
Experience:
The Candidate shall provide the following PIV Credential HSPD-12 Enrollment and Issuance Registration servicesThe tasks fall in three functional areas, Enrollment, Issuance, and Card Maintenance:
o Enrollment:
o Review card credential request forms.
o Enter card credential request forms information into Smartcard Management System.
o Capture Photo of each applicant.
o Perform fingerprinting processing for each applicant, if necessary.
o Capture biometrics (fingerprints) for each applicant.
o Review Identity Proofing documents.
o Complete verification for non-US Citizens.
o Validate CDC's Information Technology Services Office Certificate Update Information.
o Issuance:
o Issue Credential PIV.
o Verify biometrics.
o Verify Active Account in People Processing requirements.
o Verify in People Processing background investigation and fingerprints are cleared.
o Validate Safety and Security Awareness Training (SAT) Verification.
o Card Maintenance:
o Complete PIV pin resets.
o Troubleshoot PIV card issues.
o Replace damaged cards.
o Assess physical access capability on PIV.
o Process PIV requests received through the Cardkey office mailbox.
o Update PIV Public Key Infrastructure (PKI) certificates.
o Print PIV cards.
o Reports:
The vendor shall create the following reports:
o Monthly report of activities completed by each registrar to include enrollments, issuance, maintenance, and cards returned to CDCThis content should be part of MSR 4.

o Weekly report that describes troubleshooting activities to include issues encountered by each registrar and status of resolution for enrollments, issuance, maintenance, and cards returned to CDC PIV card issuesQualificationso Meet minimum FIPS 201 requirements to receive an HSPD-12 PIV credentialo Have a completed Tier 2 background investigation on file with a favorable suitability determinationo A minimum of a High School Diplomao One (1) to three (3) years of experience in administrative, general office, or personnel suitability/security or a comparable disciplineo A working knowledge of personnel suitability/security theories, techniques, and practiceso Knowledge of applicable Executive Orders (E.
O.
s), Code of Federal Regulations (CFRs), Security Policy Board regulations, and other regulations relating to the Personnel Suitability/Security Programo Excellent skills in writing, customer service, time management, and communication skillso Follow privacy and protection issues related to Personally Identifiable Informationo Be familiar with quality requirements of fingerprinting and be able to operate electronic fingerprint systems (CDC will provide on the job training of specific systems)o Working knowledge of Microsoft Office applications, including PowerPoint, Excel, and Wordo Within three days of reporting for work on this contract, support personnel should:
o Successfully complete CDC's Security Awareness Trainingo Read the HSPD-12 and Personnel Security Functional Office Policieso Successfully complete CDC's Safety Survival Skills Level I Trainingo Be issued an HHS Smartcard PIV Credential by the CDCo Read and become sufficiently knowledgeable of the CDC's In/Out processing Policy, Memorandum dated November 2011:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
